The Owner-Occupied Housing Rehabilitation Program helps low- and moderate-income homeowners to make significant repairs to their homes to bring them up to the City of Knoxville’s Neighborhood Housing Standards. 

This program provides:
Detailed assessment of the needed repairs, 
Financial assistance through low-interest and forgivable loans, and 
Assistance working with the independent contractors who do the rehabilitation work. 

Who qualifies? 
Low- and moderate-income homeowners in the City of Knoxville who plan to continue living in the home after completion of the rehabilitation may apply for his program. City staff uses US Department of Housing and Urban Development (HUD) standard guidelines to determine homeowner’s income eligibility.
