Annual Action Plan PY26

The City of Knoxville's Housing and Neighborhood Development Department is developing its Annual Action Plan Update to its Five-Year Consolidated Plan for the proposed use of U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnerships Act, and Emergency Solutions Grant (ESG) funds for program year 2026-2027. 

The Draft PY2026 Annual Action Plan will be available here for public review and comment for a period of 30 days, from March 27 to April 26, 2026. A public meeting will be held during the public comment period to discuss the draft plan and receive feedback. The City will host the meeting on April 21, 2026, at 5:30 PM at the City’s Public Works Service Center, 3131 Morris Avenue, Knoxville 37909. The meeting will also be held virtually via Teams. The Teams link will be available here the day prior to the meeting. Attendees will have the opportunity to ask questions and provide feedback on the draft plan during the meeting. If you are unable to attend the meeting, your feedback is still appreciated through April 26, 2026. Comments are accepted by email and/or mail by contacting Linda Rust at [email protected] or at City of Knoxville Housing and Neighborhood Development Department, P.O. Box 1631, Knoxville, TN 37901. Once the public comment period has concluded, all comments will be reviewed and considered before the final plan is submitted to HUD by an anticipated date of May 15, 2026.
