Affordable Housing is a top priority for Mayor Indya Kincannon's administration. In Mayor Kincannon's first budget, for 2020-21, she appropriated $7.5 million to support affordable housing in Knoxville, including continuing the City’s investment of $2.5 million in the Affordable Rental Development Fund (ARDF) to support the creation of new affordable and workforce housing.
Mayor Kincannon's proposed
2021-22 Budget includes the creation of an
Affordable Housing Fund that commits a minimum of $5 million per year for the next 10 years to support the development of affordable housing. The proposal is to allocate $8 million in the first year, including $1.5 million for
permanent supportive housing.
Affordable housing also includes helping people buy and maintain their existing home. The City of Knoxville does that through the
Homemakers Program,
Owner-Occupied Home Rehabilitation,
other City programs and by supporting programs operated by community groups like the Knoxville Area Urban League.
Mayor Kincannon's investment in affordable housing builds on efforts of her predecessor, Mayor Madeline Rogero.
This article from September 2019 provides a comprehensive overview of the City’s investment in affordable housing projects and programs during Mayor Rogero’s term.
Below are affordable housing developments that have received funds from the City’s Affordable Rental Development Fund (ARDF), Knoxville's Affordable Housing Fund, and / or a combination of local funds and federal HUD (CDBG, HOME, HOME ARP) funds:
