The City of Knoxville focuses on growing and strengthening the areas already within its city limits by redeveloping existing properties. This approach makes use of existing infrastructure and supports high-quality growth through infill development, rehabilitation, and mixed-use projects.
However, to keep pace with growth around the city, Knoxville may expand its boundaries when needed. This is done by annexing nearby developed or developing areas outside the current city limits.
Property owners who want their land annexed into the City of Knoxville must contact the City’s Engineering Development Services Division. A written request is required in all cases.
