The Officer Liaison Program with the City of Knoxville has been very successful in bridging gaps between the community and the Knoxville Police Department.  

In 2019, the Office of Neighborhood Empowerment in partnership with Knoxville Police Department, created the Officer Liaison of the Year Award to honor these great officers that go over and above to help the neighborhoods in which they work.

The award is presented at the Neighborhoods Awards Dinner each year.

In 2024, the award was renamed as the Carol Scott Officer of the Year Award.

Nominations are taken from the Knoxville Police Department's "Thank An Officer" program.  All of the submissions are reviewed at the end of the year, and the finalists are sent to the Office of Neighborhood Empowerment.
