The process for neighborhoods to apply for City support in reducing speeding and dangerous driving on their streets has been updated and simplified with input from multiple departments, including Transportation Engineering, the Office of Neighborhood Empowerment, Public Service, Knoxville Fire Department, Knoxville Police Department and Knoxville Area Transit.

The City of Knoxville’s Neighborhood Traffic Safety Program (NTSP) has been developed with input from Engineering, Neighborhood Empowerment, Public Service, Knoxville Area Transit, Knoxville Fire Department, and the Knoxville Police Department. This program exists to create safe and livable neighborhoods by reducing the negative impacts of speeding vehicles in residential areas.
The goals of this program are:
1. To slow vehicles to an appropriate speed
2. Provide safer conditions for all roadway users, including pedestrians and cyclists.

NEW IN 2026
• Applications will be accepted online Jan. 1-31, rather than throughout the year.
• Only residential streets will be considered, no minor collector streets.
• One neighborhood meeting – not two -- will be required
• Neighbors will vote for or against the measures via online ballot
• Construction will take 15-20 months
Neighborhoods that have applied and been approved in 2025 or earlier will continue the process without any changes. Currently, 10 neighborhood traffic safety projects are in the queue for construction by the end of 2026.
New application forms, ballots and petitions will be posted on this page in mid to late December 2025 for review by neighbors interested in applying. Applications will be accepted starting Jan. 1 through Jan. 31, 2026.
PRIOR TO APPLYING
To apply for the program, you will need the following information:
• An applicant -- either four neighbors or an organized neighborhood group (association, homeowners association, etc.)
• Applicants' addresses, phone numbers and email addresses.
• Street of concern -- a residential street, which excludes all streets classified as minor or major arterial or collector streets in the
2018 Major Road Plan.
PROJECT TIMELINE
January (one month): Application window open. Residents apply online. Four residents needed for application.
February-April: City staff study all applications, complete speed studies, prioritize applications, etc.
May & June: Neighborhood meetings with prioritized groups based on the available funding.
July & August: Finalize plans.
September & October: Residents receive letters with links to view the plan and vote.
November & December: Approved plans are included in the City's resurfacing contract for construction the following year.
