City Holds July 1 Hearing on Funding Plans

The City will hold a public hearing on Tuesday, July 1, 2025, at 6 p.m. at the City’s Public Works Service Center, 3131 Morris Avenue, to review and get feedback on its Draft Five-Year (2025-2029) Consolidated Plan and Year One (2025-2026) Action Plan. 

Draft plans are posted on KnoxvilleTN.gov/ConsolidatedPlan.  

The Consolidated Plan sets funding priorities for the next five years, during which the City expects to receive approximately $15 million in federal funds to support affordable housing, homelessness, economic development, and other community development activities.

The Year One Action Plan outlines plans for the first year, beginning July 1.

In May, U.S. Department of Housing and Urban Development (HUD) notified the City that it will receive $1,636,277 in Community Development Block Grant (CDBG) funds, $944,093 in HOME Investment Partnerships funds, and zero Emergency Solutions Grant (ESG) funds for Year One, beginning July 1, 2025. 

The City of Knoxville Housing and Neighborhood Development department proposes to spend more than $6.5 million – a combination of federal funds, local homeless general funds, program income and unspent prior year funds – on the following 2025-2026 activities and categories:  

$5,694,640.13 (87 percent) on Affordable Housing
$327,255.40 (5 percent) on Grants Administration 
$324,024.73 (5 percent) on Services, including homeless services 
$205,000 (3 percent) on homeless facility improvements, and 
$25,000 (<0.5 percent) on design and technical assistance


The July 1 meeting continues a community engagement process that began in 2024 with multiple public meetings and consultations with service providers and community groups on the needs of Knoxville’s low to moderate income residents.
