Ed Shouse Bridge Repair Phase II Project
This Project continues with rehabilitating the parallel bridges at Ed Shouse Drive over CSX Railroad, which lie approximately 950 feet south of Western Avenue. Phase I of the project repaired the northbound bridge and was completed in November 2016. Phase II will repair the southbound bridge.

Fire Station #4 Renovations Project
Knoxville Fire Station #4, located at 2300 Linden Avenue, has been slated for significant interior improvements. Renovations are proposed to the living room, kitchen, locker room, sleeping quarters, exercise room, public restroom and watch station. In addition to the interior spaces, a new fire suppression system is proposed as well as upgraded HVAC ducts, electrical fixtures and plumbing fixtures.

I-275 Business Park Access Improvements Project
The City of Knoxville is proposing to extend Blackstock Avenue approximately 1100 feet from Fifth Avenue to Bernard Avenue. Additionally, the project will extend approximately 1,600 feet north along Marion Street to Baxter Avenue and approximately 325 feet east and 325 feet west along Baxter Avenue. The proposed improvements will include a new two-lane road consisting of 11-foot travel lanes, curb and gutter, a 5-foot sidewalk and a ten-foot multipurpose trail from Fifth Avenue to Bernard Avenue. Improvements will also be made to Marion Street from Bernard Avenue to Baxter Avenue, including the addition of curb and gutter, sidewalk and greenway and the realignment of Marion Street from Dameron Avenue to Baxter Avenue. Minor intersection improvements are proposed for Fifth Avenue and Blackstock Avenue, Blackstock Avenue at Bernard Avenue and Marion Street and Marion Street at Baxter Avenue.

Jackson Avenue Ramps Project
The Jackson Avenue Ramps are included within the TDOT Bridge Inventory and are inspected on a biannual basis. The poor rating of the ramps resulted in qualification for participation in the federal bridge replacement program. Because TDOT is allowing local agencies to administer projects that affect local streets, the City will administer all phases of this project.

Milton Roberts Recreation Center Roof Replacement Project
The Milton Roberts Recreation Center has an older, decaying roof, as well as a rooftop AC unit that are both in need of replacement. Through the past several years, Facility Services has patched and made repairs to the roof, but a full replacement is now necessary. Additionally, one of the rooftop AC units has surpassed its service life and frequently requires maintenance.

Mineral Springs Avenue Bridge Replacement Project
This project will construct a new bridge on Mineral Springs Avenue over First Creek. Old Broadway Sidewalks Project
This project will construct approximately 4,000 linear feet of sidewalk/greenway along Old Broadway from the northern intersection with Broadway to the intersection of Mineral Springs Avenue with Broadway. The pace and quality of the work to date support continued operations through the second year. This 2020 Sidewalk Replacement Project Phase II contract represents the second year of the project. 2021 Resurfacing Phase I Project
This is the City's annual resurfacing program and includes approximately 20 equivalent miles of resurfacing in Council Districts 3, 4, and 5. Phase II will be bid in Spring 2021 and includes streets in Council Districts 1, 2, and 6. In order to solicit more competitive bids, a decision was made to advertise the 2021 Resurfacing Program as two separate, smaller projects. The bids received on this project support that decision. In addition to streets identified by the City to resurface are streets requested to be included by the Knoxville Utilities Board in an agreement between the City of Knoxville and KUB. Approximately 3.6 additional equivalent miles have been included for KUB for resurfacing streets that were damaged through utility cuts.

UT Area Signal Congestion Mitigation and Air Quality Improvements Project

The City of Knoxville was awarded Congestion Mitigation and Air Quality (CMAQ) funds to invest in modernizing traffic signal infrastructure on and around the campus of the University of Tennessee. The scope of this project includes 39 signals in total. In conjunction with other Advanced Traffic Management Systems (ATMS) projects throughout the City, this project seeks to address several Intelligent Transportation Systems (ITS) elements. This project will support the functioning of the central ATMS data server. Intersection improvements include: Dedicated Short Range Communications (DSRC) equipment, new signal controller hardware, high speed wired and wireless communications, enhanced vehicle detection systems, and other data collection and sharing systems. This will result in decreased overall traffic delay and better data collections and sharing capabilities.
Washington Pike from I-640 to Murphy Road Project

Washington Pike, north from Interstate 640 to Murphy Road is proposed as four traffic lanes with median and turn lanes as required. The project length is approximately 1.73 miles (9130 feet). The original proposed typical section included four traffic lanes with median and turn lanes as required, 4' bike lanes, curb and gutter, 5' sidewalks with adjacent utility strip on both sides of the road, and a combination of storm water treatment (infiltration trenches, detention, basins, etc.) designed to address the city's requirements for storm water management.
The design plans for this project were previously completed up to the right-of-way acquisition phase for the original proposed typical section. In 2018, the project was put on hold because of funding constraints. In 2020, the project designer was asked to perform an analysis of the proposed project limits with a specific focus on traffic and pedestrian safety. As a result of this analysis, a modified typical section is now being considered for the corridor. This new typical section would include four traffic lanes with median and turn lanes as required, curb and gutter, 10' shared use paths with adjacent utility strip on both sides of the road, and storm water treatment features.

Waterfront Drive Roadway Improvements Project

E Woodland Avenue Complete Streets Project

In 2016, Council approved a resolution to execute an agreement with Kimley-Horn and Associates, Inc. for design of four bicycle infrastructure projects. Phase 1 of this project developed a functional plan consisting of traffic studies, road safety audits, surveying, stakeholder workshops, public meetings and facility alternative analysis; resulting in recommendations of a facility type and construction cost estimates for each project location. Phase 2 is now underway for the development of construction drawings. This project has two phases and contracts because the cost estimates for the development of construction drawings could not be determined until all the tasks included in the previous resolution has been completed.
