Dogs playingKnoxville and Knox County have made a commitment with PetSafe to make Knoxville the "Most Pet Friendly Community" in the nation.

PetSafe has donated funding to go towards the construction of several dog parks in the Greater Knoxville area.

Additionally, efforts are being made to work with downtown restaurants to allow dogs in their outdoor dining areas. Learn more about the City's Dogs on Patios Permit and a list of permitted restaurants.

Knoxville Parks and Recreation welcomes dogs (leashed) at City parks, greenways, and trails unless otherwise posted. Per City ordinance, all dogs must be on a leash at all times (except in off-leash dog parks).

All dog owners are required to pick up their dog's waste. Conservation Cooperative has partnered with Knoxville Parks and Recreation to place dog waste stations in popular dog-walking areas (primarily parks and greenways). To sponsor a dog waste station, please contact Knoxville Parks & Recreation at 865-215-4311.

The Beverly Dog Park features both large and small dog areas with shade trees, benches and concrete pads. Leashed dogs can also enjoy the paved Beverly Park Greenway and the trails within the park. Opened in 2022, the Beverly Dog Park is the second of five new dog parks to be built in Knox County under a grant funded by the Boyd Family Foundation. This park is managed and operated by Knox County Parks & Recreation, 865-215-6600, KnoxCounty.org/Parks.

South Knoxville


Opened in 2011, the beautiful two-acre Charter Doyle PetSafe Dog Park is situated within Charter Doyle Park in South Knoxville. Well-shaded by fully mature cedar trees, the dog park features separate sections for large and small dogs, a dog water fountain, and dog waste stations. Charter Doyle Greenway, which is a 0.4-mile loop encircling Charter Doyle Park, also connects to the dog park.

Concord PetSafe Dog Park is beautifully designed on almost 4 acres. Dogs and their owners will love the water fountains for pets (and ones for their owners), a dock with access to the river and even a dog shower. Paved and natural surface walking trails wind through the park. Park is located behind the tennis courts by the Concord Mountain Bike Trails. This park is managed and operated by Knox County Parks & Recreation, 865-215-6600, KnoxCounty.org/Parks.

Located in Victor Ashe Park, PetSafe Dogwood Dog Park was opened in 2007 as Knoxville's first public dog park. The one-acre off-leash area is completely fenced and features a puppy playground (includes two hill structures, a puppy jump, and a tunnel), a dog water fountain, and dog waste stations. Knoxville Parks and Recreation built this park in cooperation with the Knox Dog Owners Group (KnoxDog). In 2009, Dog Fancy Magazine named Dogwood Park as the country's Dog Park with the Best Setting.

Downtown Knoxville


The Downtown PetSafe Dog Park was the second dog park to be built with funding from PetSafe Village. The dog park is located at the corner of Summit Hill Drive and Central Avenue in the downtown area. Approximately one acre, the park opened to the public in June 2010. The Downtown PetSafe Dog Park features an attractive entrance that complements the surrounding downtown buildings. The State of Tennessee has awarded Knoxville with a grant to incorporate an infiltration system into the dog park in order to prevent pollutants from entering the nearby First Creek. Amenities for the dog park include separate sections for small and large dogs, human and dog water fountains and dog waste stations.

Within Tommy Schumpert Park are two off-leash areas comprising the Emma Jane Walker Memorial PetSafe Dog Park. The 30-pound and under area allows smaller dogs to mingle together while the second fenced area is open to dogs of any size. The small-dog park is a mix of grass and mulch along with people benches. The “all sizes” dog area has a mulched walking trail and a pond with a dock. This park is managed and operated by Knox County Parks & Recreation, 865-215-6600, KnoxCounty.org/Parks.

PetSafe Village Dog Park is an one acre facility is an on leash park but offers off leash hours only in the evenings when the park is staffed. Features include a natural pond, full set of agility equipment, walking trails, doggy water fountain plus picnic tables and benches.

The Plumb Creek PetSafe Dog Park has a 7-acre play area for large dogs which includes shelter, water fountain, and walking path. The 1-acre small dog park includes shelter and a water fountain. South Knoxville


Sam Duff Dog Park is Knox Neighborhood Dog Park and was funded in part by the Boyd Foundation. The dog park opened in fall 2022 and included a shelter, dog drinking fountain, and benches.  Sam Duff Memorial Park also features a walking track, playground, and accessible restrooms.

Most Pet Friendly Community The Knoxville and Knox County community has literally gone to the dogs!

With 15 dog parks in the area (and more coming!), it is easy to find a place for your dog to exercise, socialize, romp, play and even rest. 

Dog parks in Knoxville provide a large fenced open space, sometimes divided to allow a separate area for small and large dogs and offer a variety of playground features, water fountains, plus benches for their human friends. 

Most of the dog parks are located within human parks so you can even take your dog on a leash walk or run.

In 2011, Knoxville was chosen as the most pet friendly community in the Southeast by being named the Dog Town USA City in the Southeast by Dog Fancy magazine.
