Medical Coverage


The City offers you and your eligible family  members medical coverage administered by BlueCross BlueShield of Tennessee (BCBST) - providing choices in both premium and out of-of-pocket costs. Employees choose between two provider networks and two deductible levels.

City's My Health Wellness Program


The City's My Health Wellness Program is a voluntary program that rewards participants who commit to leading a health-conscious lifestyle.  Participants who meet the program requirements receive a wellness credit reducing their payroll deductions, and have the ability to earn HRA Dollars, which can be used to help you pay for eligible medical expenses for you and your tax dependents.


Teledoc Health Management Programs


The City has partnered with Teladoc Health to offer chronic condition management programs to eligible members at no additional cost.

Diabetes Management Program - includes a smart blood glucose meter, unlimited test strips and lancets, personalized tips and real-time support from expert coaches

Hypertension Management Program - includes a connected blood pressure monitor, access to on-demand health coaching, food and activity trackers, personalized tips on nutrition, movement and more


Pharmacy Benefits


When you enroll in the City’s medical plan, you automatically receive prescription drug coverage, which is administered by Capital Rx.

The Center


The City of Knoxville offers employees access to The Center, a private on-site medical clinic operated by Premise Health. This exclusive benefit provides convenient, affordable healthcare for employees and their covered family members.

The Center offers:
• $10 per visit with no additional billing
• Convenient on-site location
• Shorter wait times
• Personalized care

The Center is located on the 1st floor of the Public Works Service Center located at 3131 Morris Ave, Knoxville, TN 37909.


Dental Plan


The City's Dental Plan provides all benefits-eligible employees with one free annual exam, one cleaning and one set of bite-wing x-rays per year, with the option to purchase more comprehensive dental coverage for themselves and their families.


Vision Plan


The City's Vision Plan provides an annual vision exam to all eligible employees for a $10 co-pay as well as the opportunity to purchase more comprehensive vision coverage. The plan is provided by www.EyeMedVisionCare.com.


Employee Assistance Program (EAP)


The Employee Assistance Program (EAP) is designed to assist you and your family in resolving work/life issues in order to live happier, healthier, more balanced lives. The EAP supports employees and their dependents on a wide range of mental health topics for which short-term counseling is appropriate.  

As a benefits-eligible employee of the City of Knoxville, you and your dependents are entitled to make use of counseling services completely free of charge for 10 sessions per issue, per year. You have access to experienced counselors who can help with any number of personal or work related issues.

The Employee Assistance Program counseling is available through Bree Health, which has providers in Knoxville / Knox County and surrounding counties for your convenience.


Health Spending Accounts


City employee Health Spending Accounts allow for pre-tax funding of certain expenses including: a Healthcare Flexible Spending Account (HCFSA), which is primarily funded by employees, the City contributes money to this account for employees who waive the City's medical insurance and for wellness activities in certain circumstances; a Dependent Care FSA (DCFSA) funded by employees; and a Health Reimbursement Account (HRA) which is funded by the City for participants in the My Health Wellness Program.
