
Deputy Chief Joe McHale officially joined the Knoxville Police Department on Friday, May 10, during a celebratory swearing-in ceremony at Sevier Heights North Campus. With decades of leadership experience in Kansas City and Marion, Iowa, as well as national recognition for his work in violence reduction, McHale brings a fresh perspective and deep expertise to his new role.
Surrounded by family, KPD colleagues, and City leadership, McHale was sworn in by Judge Tyler Caviness and officially welcomed by Mayor Indya Kincannon and Chief Paul Noel. “Chief McHale’s multi-pronged, data-driven approach to public safety aligns perfectly with our City’s goals,” said Mayor Kincannon. “He understands that real safety comes from collaboration, community trust, and intentional leadership, and we’re lucky to have him here in Knoxville.”
McHale joins KPD, following six years as a Senior Research Associate with the Institute for Intergovernmental Research. His national reputation for implementing successful crime reduction strategies, including helping lead Kansas City to its lowest homicide rate in decades is expected to build on Knoxville’s recent gains.
Crime is down in Knoxville, and the City continues to invest in prevention and community-led solutions to make neighborhoods safer.
In his remarks, McHale said he looks forward to listening and serving alongside KPD officers and Knoxville residents alike. “This is an incredible department with a clear vision,” he said. “I’m honored to be part of it.” The City of Knoxville is proud to welcome Deputy Chief McHale and excited to continue strengthening public safety through experienced leadership and meaningful community engagement.
