Meet Joyce Phillips-Minter!
Joyce is a training specialist for Parks and Rec, working with a team at Safety City that teaches thousands of second graders from across East Tennessee the basics of fire, bicycle, pedestrian, and vehicular safety. She also develops and adapts the training programs and materials.
The Holston High School graduate, who has been with the City for 19 years, previously worked for the Tennessee Department of Revenue and, yes, at Brushy Mountain State Penitentiary. Of the 32 inmates in her unit, 18 had, um, killed someone while in prison.
Joyce's customers are less tough these days, their infractions more mischievous than murderous.
During her free time, Joyce enjoys adult coloring. And her favorite food is pasta.
