The Knoxville Bicycle Facilities Plan serves as a framework for creating a city where cycling feels safe, comfortable, and welcoming for everyone—kids riding to school, neighbors heading to local shops, commuters getting to work, and visitors exploring our community. First developed in 2015, the plan reflects Knoxville’s commitment to building healthier neighborhoods, offering more ways to get around, and creating streets that make traveling by bicycle a realistic option for people of all ages and abilities.
In March 2026, the City updated the Bicycle Facilities Plan to reflect current needs and community priorities. This update aligns the plan with Knoxville’s Vision Zero goal of eliminating traffic fatalities on City controlled roadways by 2040. A key focus of the update is improving safety and filling gaps in the bicycle network, with an emphasis on low stress facilities that help riders feel comfortable and protected while traveling through the city.

BIKE LANE SWEEPING
Bike lanes are swept on regular intervals throughout from spring through fall. If a
bike lane is in need of sweeping between the scheduled sweeping intervals, please
call 311 or 865-215-4311 to report the location needing swept. Requests can also
be made through the
My Knoxville Mobile App or through the
online request form.
BICYCLE FRIENDLY COMMUNITY AND CITY RATING
In 2023, The League of American Bicyclists recertified the City of Knoxville as a Bronze Level
Bicycle Friendly Community. The report card, showing a summary of how this certification
was scored, along with suggestions for improvement,
can be found here. This
certification is valid until 2027.
The City was also assessed by People for Bikes in their annual City Rating. The

BICYCLE INFRASTRUCTURE PROJECTS

The City currently has numerous projects being designed and under construction. Please see the
City's Capital Improvement Project list for information on all current projects.
In 2025, due to structural issues with the bridge, the city converted the Gay Street Bridge to a bike and pedestrian bridge and improved Hill Avenue with protected bike lanes.
Also in 2025, the City improved 0.35 miles of bike lanes on Jackson Avenue to protected bike lanes and installed new bike lanes on Winona Street and 5th Avenue
