Community Safety and Empowerment offers
several different grant opportunities.

The City of Knoxville Office of Community Safety and Empowerment seeks to provide grant funding to non-profit and community-based organizations capable of implementing efforts in Knoxville, Tennessee through several different grant opportunities. Grant Proposals should focus on the mission and objectives of the African American Equity Restoration Task Force, Empower Knox, or the Office of Community Safety.

You may do so, but you must complete and submit a separate application
for each funding opportunity by December 3, 2025 at 4:30 p.m.





Grant Opportunities

AAERTF Grant
The African American Equity Restoration Task Force identifies strategic solutions to improve areas of disparity and disenfranchisement in the East Knoxville community.

By working with community agencies to develop policy and program recommendations the Task Force creates opportunities for generational wealth building.



AFRICAN AMERICAN EQUITY RESTORATION TASK FORCE GRANT

Award Available:

Either $10,000 or $20,000

Program Timeline:
Must occur between
March 2026 and
October 2026

Application Window Opens:
November 3, 2025

Application Submission Deadline:
December 3, 2025
at 4:30 p.m.

Grant Scope Description:
Proposals should align with the goal to support AAERTF efforts through at least one of the five Areas of Focus of Education, Community Investment & Engagement, Homeownership, Small Business Development & Entrepreneurship, and Workforce Equity.

Safety Grants
Youth violence, in all forms, has a devastating effect on youth, families, and communities; reducing youth violence requires collective and collaborative engagement. The Office of Community Safety leads violence interruption strategies, coordinates safety collaboration among City Departments and enhances partnerships with on-the-ground people and organizations who are working to make Knoxville safer.



OPPORTUNITY YOUTH ENGAGEMENT GRANT

Award Available:
Up to $40,000

Program Timeline:
Must occur between May 4, 2026 and October 9, 2026

Application Window Opens:
November 3, 2025

Application Submission Deadline:
Monday, December 3, 2025 at 4:30 p.m.

Grant Scope Description:
Proposals should specifically engage young people identified as being at the HIGHEST RISK of involvement in violent crime based on Opportunity Youth criteria to specifically support programming, stipends, payment, or other services directly for the Opportunity Youth engaged in programming.



YOUTH VIOLENCE PREVENTION WEEK GRANT

Award Available:
Up to $3,000

Program Timeline:
Must occur between April 20-24, 2026 during National Youth Violence Prevention Week

Application Window Opens:
November 3, 2025

Application Submission Deadline:
December 3, 2025 at 4:30 p.m.

Grant Scope Description: Funded activities may engage youth, adults or the community at-large. Proposals should be focused on building awareness, education and prevention through programming, events, activities, trainings, campaigns, resource development and distribution related to the goals of Youth Violence Prevention Week and reduction of violence involving youth.

Empower Knox Grants
Young people need positive supportive relationships with peers and trusted adults, along with access to effective mental health services, to develop the coping skills needed to thrive. Empower Knox focuses on collaborating with community organizations that engage youth ages 12-24 to create opportunities and outcomes for all young people in Knoxville.



YOUTH MENTAL HEALTH COHORT GRANT

Award Available:
Up to $10,000

Program Timeline:
Must occur between February 1, 2026 and September 15, 2026

Application Window Opens:
November 3, 2025

Application Submission Deadline:
December 3, 2025 at 4:30 p.m.

Grant Scope Description:
Proposals should demonstrate engagement of young people between 12-24 years of age in positive youth development that will incorporate youth mental health. Preference may be given to those who show the most need for capacity-building. Awarded grantees will receive technical support from Harmony Family Center through the Empower Knox Youth Mental Health Cohort. Participation in the cohort is required.



EVENT FUNDING GRANT

Award Available:
Between $500 and $1,500

Program Timeline:
Events should be held between January 1, 2026 and September 15, 2026.

Application Window Opens:
November 3, 2025

Application Submission Deadline:
Open rolling basis until May 1, 2026 before 4:30pm

Grant Scope Description:
Community events for young people are an essential component in developing strong, positive social connections with peers and trusted adults. Proposals shall specifically support events for direct engagement of youth ages 12 to 24.
