TDEC, along with the
EPA, tracks polluted streams and rivers across Tennessee through the “303(d) list.” This list identifies waters that do not meet water quality standards and is updated regularly as conditions change.
Cities and counties must take action to reduce pollution in listed waterways.
TDEC sets pollution limits, known as TMDLs, which define how much pollution a stream can safely handle.
In Knoxville, early studies focused on bacteria pollution, with additional pollutants to be addressed in the future. To meet these requirements, the City may require additional stormwater controls beyond standard practices.
