Affordable Housing Units Get...
Affordable Housing Units Get Closer to Opening Day
Affordable housing units labeled as "in the pipeline" are getting closer to being complete and ready for residents.
The City's Community Development department has contributed local Affordable Rental Development funds and federal funds toward the creation of these rental units that will be available to low- to moderate-income residents. The City's 2019-2020 budget, approved by Council in April, includes $2.5 million in new funding in the Affordable Rental Housing Development Fund.
Mayor Rogero announced in her
final State of the City address
that, since she took office in 2011, the City and its housing partners have invested more than $230 million in the construction and rehabilitation of affordable housing. Below are updates on three of those projects.
The Village at Holston Court is a project of
homesource east tennessee
, funded in part by the state's
TennCare CHOICES program
, to provide housing for adults 21 years of age and older with a physical disability and seniors age 65 and older. The supportive living house, shown below, will have three residents sharing a kitchen and living space. See photos of the interior on

The Village at Holston Court also includes two buildings with one- and two-bedroom units.
KCDC's forthcoming duplexes along Clifton Road off Western Avenue will be 53 units of housing for seniors ages 62 and older. The wait list for qualified applicants is
open now
, and the agency anticipates 18 units being available starting in August.
The kitchen of the KCDC duplexes is nearly complete. Built by Clayton Homes, these modular housing units are assembled off site and delivered to the home sites, decreasing the wait time between procurement and occupation.
The 172 units of
Southside Flats
are shaping up on the hill above Shoney's on Chapman Highway. These apartments will be available for low- to moderate-income renters.
