State of the City Address Set For April 22, 2022

Mayor Indya Kincannon will deliver her State of the City Address at noon Friday, April 22, 2022 at the site of the future Public Safety Complex, off Huron Street and Woodland Avenue in North Knoxville.

The Address is the presentation of Mayor Kincannon's proposed 2022-23 budget to City Council members and the public.

A brown bag lunch will be provided to guests who pre-register.

Parking is available near the site and can be accessed via Huron Street and Oak Hill Avenue. Accessible parking is available at the surface lot at East Oak Hill and Huron.

The site also is readily accessible via KAT Route 21 – Lincoln Park.

With the Public Safety Complex opening by the end of 2022, City officials at the State of the City gathering will honor the past of the historic St. Mary’s Hospital while celebrating its future as a new home for the Knoxville Police and Fire Departments, City Court, Pension System office and E-911 backup operations.

The luncheon site symbolizes the City’s support for critical services and the people who provide them; public investment to strengthen neighborhoods; and partnerships to find solutions to tough challenges.

Besides the City’s components at the former hospital site, Lincoln Memorial University is building out the former Magdalen Clarke Tower, a $40 million private investment that will create educational opportunities for hundreds of nursing and dental students each year. LMU will be creating a public quadrangle-type green space in the approximate location where the State of the City luncheon will be held.

New housing is envisioned on the north end of the campus, which the City cleared to accommodate future private redevelopment. The iconic 1929 Building, which has been carefully protected and preserved, will anchor that redevelopment.

On the south end of the campus, the City and County will be jointly converting the 25,000-square-foot former St. Mary’s Ambulatory Surgery Center into a future urgent care and behavioral health facility.
