The City of Knoxville administers several grants using U.S. Department of Housing and Urban Development (HUD) Community Planning Development (CPD) Funds.

CDBG - Community Development Block Grant
The CDBG Entitlement Program aims to develop viable urban communities by providing decent housing, a suitable living environment, and economic opportunities, principally for low- and moderate-income persons (<80% AMI).

HOME - HOME Investment Partnerships Grant
The HOME Investment Partnerships Program (HOME) provides formula grants to states and localities to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people.

ESG - Emergency Solutions Grant
The ESG program helps individuals and families quickly regain stability in permanent housing after experiencing a housing crisis or homelessness.  Activities must fall into five specific component categories:  Rapid Rehousing, Homelessness Prevention, Street Outreach, or Emergency Shelter and Services.
