On Saturday, August 29 at around 9:55 p.m., a witness observed a male suspect, identified as Parvin Harper (DOB 4/13/65), raping a female victim in the 900 block of Knoxville College Drive. The witness attempted to intervene but was driven off by the suspect, who responded to the witness aggressively. The witness then called 911. Officers arrived a short time later, observed the suspect continuing to sexually assault the victim and immediately attempted to take the suspect into custody. Harvin initially resisted arrest before being taken into custody.
In a subsequent interview with Violent Crimes Unit investigators, the victim stated that she was approached by the suspect, who then profanely threatened to sexually assault her. The suspect ignored the victim’s protests and proceeded to commit the rape. The suspect’s assault only stopped once officers arrived on scene and took him into custody.
Harper was charged with rape and resisting arrest.
