On May 1 2019, the City of Knoxville launched the electric scooter pilot program with two companies selected through a competitive process:

1. Zagster, which operates the existing Pace bike sharing program, launched with Spin scooters locally. 

2. VeoRide, is new to Knoxville but operates scooter and bike share programs in other midsized cities across the US.

Both companies are the first electric scooter sharing companies to provide services following a moratorium by the City, allowing time to review best practices and provide some guidance for a program.  All of the details around the operations of the pilot program will be subject to change as the program evolves.

Where can scooters operate?

Per the pilot program rules and city ordinances, electric scooters must be ridden in the streets and are not allowed on sidewalks or greenways. Electric scooters will be treated similar to bicycles ridden on City roads.

The scooters can be ridden on many downtown streets, but not currently on Market Square, sections of Cumberland Avenue, or Henley Bridge. Users are encouraged to review maps and plan trips accordingly.  Lingering in a prohibited zone will disable the accelerator

How should I park my scooter when I'm done?
Scooters should be parked upright and out of the way of pedestrians or moving vehicles. Possible locations include adjacent to shared bike stations or public bicycle racks.

Individuals who misuse a scooter or park the scooter in a position that impedes pedestrian, bicycle, or motor vehicle traffic may be fined or ticketed.
