Stephen J. King has been named director of engineering for the City of Knoxville, Mayor Bill Haslam announced. King, 49, joined the City of Knoxville in 1977 as a civil engineer and has held progressively more responsible positions including chief design engineer, chief civil engineer and deputy director of engineering.In his new position, King will oversee the engineering division, which includes civil, storm water and traffic engineering duties. He will report to Dave Hill, the City's chief operating officer. "Steve has a proven track record of great service to our Engineering Department and I look forward to working with him in the coming years," Mayor Haslam said.In addition, Mayor Haslam announced that Gary Norman, formerly chief building official in Shreveport, La. and Safety Harbor, Fla., has been named building inspections director for the City of Knoxville.

Norman, 48, will oversee building and related permits, as well as plans review.Both Norman and King will report to Dave Hill, the City's chief operating officer.The appointments fill existing vacancies within the Department of Engineering and Operations and result in no additional cost.
